The One-Eyed King and the Aogiri Tree.
Aogiri Tree (アオギリの樹, Aogiri no Ki, lit. Chinese Parasol Tree) is an organization of ghouls that has usurped the power in the 11th ward and has started targeting the ghoul investigators in the ward.
The majority of members were from the 24th ward when the organization was first established. So it is supposed that the leader is from the 24th ward as well.

Ambitions & Ideologies[]
The Aogiri Tree is united under the ideology of ghoul supremacy as promoted by the One-Eyed King. Aogiri seeks to make ghouls the dominate species and plans to overthrow humanity and ascend to power. Rize Kamishiro has been hunted down and tracked by many Aogiri Executives and members as they seem to want her for an unknown purpose. It was stated by Nico that Aogiri, in the words of Tatara, wanted to obtain Rize and Dr. Kanou was "to flush out a liar."
